Abstract. Project Management Is An Essential Tool Which

Abstract Project management is an essential tool which benefits businesses. There are numerous positions relating to it, but is it enough to categorize it as a profession? The introduction will provide some essential definition and remind us what is the project management about. Then, I will develop two opposed point of view on this matter, the first one answering negatively and the second one positively to the question asked above. The outlook will be defined progressively by providing some elements required to be a project management practitioner, while keeping in mind the two current of thoughts. This rejection poses a greater problem: Is it really true that project management is a profession that that be compared to teaching or medicine? Are the previously cited organizations biased in their assumptions? When technical people involved as project managers are asked this question, most of them will certainly answer by saying that they might not describe themselves as project managers. For them, project management is a methodology they will use to deliver their projects. A basketball player who is highly competent and earning a living at what most do for a hobby will be entitled as a professional. However, meeting these criteria does not mean than basketball is a profession although such a player might call it his profession, his job. In my opinion this is a false logic, project management is not a profession but a process as it scored less than 34 out of a possible 100 points when assessed against 22 attributes defined by Zwerman and Thomas et al during a study funded in part by PMI and published in 2004. They reached the conclusion that project management is not a profession and will likely not be one in the foreseeable future. There is a law governing the behaviour of everything in this universe. All must submit to it for the world to function properly. Otherwise things will go awry and end up in chaos. It is the will of the Lord that all his creation, all his creatures, should live in happiness. That is why he has ordained a dharma, a law, for each one of them. It is compliance with this dharma that ensures all-round harmony. While Isvara protects his children from rain and sun, he also provides them, when needed, with the warmth of the gentle sun. His love for his children is expressed in the schema ordered by him for the functioning of Nature and the law he has laid down for trees is a part of it. There is something that somehow turns people all over the world towards dharma. It is this something that inspires human beings everywhere to go beyond their material needs and do things that appear strange. How? One man reads the Bible, cross in hand; another smears ashes all over his body; and a third man wears the Vaisnava mark. From generation to generation mankind has been practicing such customs even without deriving any perceptible material benefit. What is the reason for this? Man first earned the means for his daily upkeep. But he soon discovered that meeting the needs of the present would not be enough. So he tried to earn more and save for his needs also. The question, however, arose as to what precisely constituted his future. As he reflected on it, it became clear that his future on this earth would be endless, that he would not live a thousand years or ten thousand. So he concerned himself with earning enough to see him through his life and at the same time leaving enough for his children. You must look upon the world as belonging to the Lord, and it is your duty to so conduct yourself as to conform yourself to this belief. This constitutes the dharma of humanity. Acts dictated solely by selfish interests will push one into unrighteousness. A man must learn to be less and less selfish in his thoughts and actions; he must always remember the Lord and must ever be conscious that he is the master of all this world. This vie w is the basis on which all religions have evolved. No religion teaches us to live according to our whims and fancies; no religion asks us to acquire wealth and property for our personal needs alone. If a man believes that he alone is important, that he is all, he will live only for himself. That is why all religions speak of an entity called God and teach man to efface his ego or I-feeling. Child, they tell him , you are nothing before that Power, the author of this universe. It is he that Power who has endowed you with intelligence. Your intelligence, your intellect, must guide you on the path of dharma, righteousness. For this purpose, you must look up to this Power for support. The great importance attached to bhakti or devotion in all religions is founded on this belief, the need for divine support for virtuous conduct. Ordinarily, it is not easy to develop faith in, or devotion to, God expressed in abstract terms. For the common people devotion must take the form of practical steps. That is how ritual originated. Sandhyavandana, the namaz and other forms of prayer are examples of such ritual. The religious teach people their duties, how they must conduct themselves to God in the very midst of their worldly life. Love everyone. Live a life of sacrifice. Serve mankind. Such are the teachings of the various religions. If a man lives according to these tenets, it is believed that his soul will reach God after it departs from his body. Those who subscribe to Advaita or non-dualism declare that the soul will become one with the Godhead. According to another system of belief, after reaching the Lo rd, the soul will serve him and ever remain happy as the recipient of his compassion. There is no need to quarrel over the nature of the final state. By following one path or another we attain the Lord. And that will be the end of all our sorrows, all our frustrations and all our failures in this world. There will now be nothing but bliss, full and everlasting. No more than this do we need to know for the present. If the Paramatman is to draw us unto himself we must, without fail, perform our duties to him as well as to the world. It is these duties that constitute what is called dharma. Again, it is dharma that serves us when we dwell in our body and when we cease to dwell in it. It serves us in life and afterlife. When we are in this world we must do that which would take us to a desirable state after we depart from it. We take an insurance policy so that our relatives will be able to take care of themselves when we are gone. But is it not far more important to ensure that we will be happy in our after life? Dharma is after life insurance. But in this life too it is dharma that gives us peace and happiness. There need be no doubt or confusion about the dharma we ought to follow. We are all steeped in the dharma that our, great men have pursued from generation to generation. They have inwardly realized eternal beatitude and we know for certain that they lived without any care, unlike people in our own generation who are always discontented and are embroiled in agitations and demonstrations of all kinds. All we need to do is to follow the dharma that they practiced. If we tried to create a new dharma for ourselves it might mean trouble and all the time we would be torn by doubts as to whether it would bring us good or whether it would give rise to evil. It is best for us to follow the dharma practiced by the great men of the past, the dharma of our forefathers. Great indeed were the misfortunes suffered by Sri Rama during his exile in the forest. To a son going on a long journey the mother gives food to take with him. Kausalya does the same when her son Rama leaves for the forest, but she does so after much thought, for she wants the food to last during all the fourteen years of his exile. And what is that food? Kausalya gives Rama the eternal sustenance of dharma. Raghava, she says to him, it is dharma alone that will protect you, and this dharma is what you yourself protect with courage and steadfastness. It is the escort of dharma that the mother provides her son sent out from his kingdom. Dharma and dharma alone is our protecting shield. How did Ravana with his ten heads perish and how did Sri Ramachandra rise with his head held high as Vijayaraghava (the victorious Raghava)? It was all the doing of dharma. Ones religion is nothing but the dharma practiced by ones forefathers. May all adhere to their dharma with unwavering faith and co urage and be rewarded with everlasting bliss.

Interesting Bull Shark Facts (Carcharhinus leucas) The bull shark (Carcharhinus leucas)  is an aggressive shark found throughout the world in warm, shallow waters along coasts, in estuaries, in lakes, and in rivers. Although bull sharks have been found inland as far as the Mississippi River in Illinois, they arent a true freshwater species. The bull shark is listed as near threatened by the International Union for Conservation of Nature (IUCN). Essential Facts Bull sharks get their common name both from their appearance and their behavior. The shark is large and stocky, with a broad, flat snout and an unpredictable, aggressive nature. Females are larger than males. A typical female bull shark is 2.4 m (7.9 ft) long and weighs 130 kg (290 lb), while a male averages 2.25 m (7.4 ft) and 95 kg (209 lb). The largest recorded bull shark was a 4.0 m (13.1 ft) female. The bite force of a bull shark is 5914 Newtons, which is the highest for any fish, weight for weight.There are 43 elasmobranch species found in freshwater. Sand sharks, sawfish, skates, and stingrays are other species that can enter rivers. Bull sharks are capable of osmoregulation, which means they can control their internal osmotic pressure when external salinity changes. This also makes them euryhaline (able to adapt to different salinities) and diadromous (readily able to swim between fresh and salt water). Bulls sharks give birth to four to ten live young in fresh water. Over ti me, the sharks gain a tolerance for salinity. Newborn or young sharks are usually found in fresh water, while older sharks tend to live in salt water. Young bull sharks flow with the tides to conserve energy needed for movement and osmoregulation. However, bull sharks can live their entire lives in fresh water. Adult life in fresh water is not ideal, as most of the sharks food lives in the sea. Bull sharks mainly eat bony fish and smaller sharks, including bull sharks. As opportunistic predators, they also eat terrestrial mammals, birds, turtles, crustaceans, echinoderms, and dolphins. They use the bump-and-bite strategy to attack prey, typically hunting in murky water. Usually, bull sharks are solitary hunters, although they may hunt in pairs to trick prey. Although bull sharks hunt in murky water, they can see color and use it to seek prey. They can be attracted to bright yellow gear, for example. The sharks hunt both during the day and at night.Adult sharks mate in late summer or early autumn. It takes 10 years for a shark to reach maturity. In the mating ritual, the male bites the females tail until she turns upside down, allowing him to copulate. Mature females often have bite marks and scratches.Bull sharks are apex predators, so their main threat is mankind. However, they may be attacked by great white sharks, tiger sharks, and crocodiles. The average life span of a bull shark is 16 years. How Dangerous Is the Bull Shark? The bull shark is believed to be responsible for most shark attacks in shallow water, even though  the International Shark Attack File  (ISAF) cites the great white shark (Carcharodon carcharias) as  responsible for the largest number of bites to humans. The ISAF notes great white bites are often correctly identified, but its difficult to tell bull sharks apart from other members of the family  Carcharhinidae  (the requiem sharks, which include the blacktip, whitetip, and grey reef shark). In any case, the great white, bull shark, and tiger shark are the big three where shark bites are concerned. All three are found in areas frequented by humans, have teeth designed to shear, and are large and aggressive enough to pose a threat. How to Recognize a Bull Shark If you see a shark in fresh water, chances are good its a bull shark. While the genus Glyphis includes three species of river sharks, they are rare and have only been documented in parts of Southeast Asia, Australia, and New Guinea. Bull sharks are gray on top and white underneath. They have a small, bullish snout. This helps camouflage them so they are harder to see viewed from below and blend in with the riverbed or sea floor when viewed from above. The first dorsal fin is larger than the second one and is angled rearward. The caudal fin is lower and longer than that of other sharks. Tips for Telling Sharks Apart If youre swimming in the surf, its not a smart idea to get close enough to identify a shark, but if you see one from a boat or land, you may want to know what type it is: Sandbar sharks also have rounded snouts, but their dorsal fins are larger and more triangular than those of bull sharks.Blacktip sharks are shaped much like bull sharks, but they have pointed snouts and white anal fins. Note juvenile bull sharks may have black-tipped fins, so coloration is not a good way to distinguish these species.Lemon sharks have blunt snouts, but they are yellow-green to olive-gray in color and both their dorsal fins are about the same size. APA Snippets and Style Writing Pointers to Help TCL Nursing Students Write Excellent Papers The aim of this article is to discuss the varieties of pain assessments, and to determine under which circumstances each assessment is most appropriate. Pain is rated differently by each patient, and is subjective to many factors in the patient’s life, including but not limited to culture and past experiences with pain. Since pain may have an effect on all aspects of a patient’s life, healthcare providers must strive to most properly identify the amount of pain in order to properly control it. Symptoms such as â€Å"crying, elected temperature, facial grimacing, groaning, moaning, guarding of the affected area, loss of sleep, nausea, vomiting, restlessness, rise in blood pressure, rise in respiratory rate, and tachycardia† are typical indicators that a patient is in pain; but how much pain? Healthcare providers, namely nurses, use a system of scales and work with the patient to rate their pain. Nurses must be aware of the different pain rating scales available in order to most accurately assess a patient’s pain level. A nurse must not only be able to determine which pain scale is most appropriate for the patient to identify and express his or her pain level, but also be able to carefully interpret and evaluate the scores. For example, the pain scale that is appropriate for a fully functioning adult will differ from one that is appropriate for a child and differ from one that is appropriate for a patient affected by dementia, etc. A variety of unidimensional scales quantify the intensity of the pain and are more simple; while multidimensional scales do so plus identify the pain quality, uration, and any relieving factors, and are more complex. If time permits, a nurse may choose to use a combination of pain assessments in order to be as thorough as possible. Nurses can implement the use of a variety of pain assessments reviewed in this article into their patient’s shift assessment. A nurse may choose to use a more complex, thorough multidimensional scale upon his or her patient’s admi ssion assessment, and then use a more simple, quick unidimensional scale upon his or her patient’s regularly scheduled shift assessments. Regardless of the type of scale being used, a nurse must always use â€Å"effective and sensitive communication with the patient to assist in expressions of pain. † Nurses must listen to their patient and accurately document their patient’s subjective descriptions of the pain. Also, nurses should allow their patients ample amount of time to respond to their questions, which should also be open-ended questions. After the doctor has reviewed the pain assessment and ordered meds, the â€Å"effects of analgesia should be monitored closely and recorded in nursing notes to maintain continuity of patient care. In conclusion, nurses should assess the patient’s abilities, then choose and tailor the pain assessment to the patient’s needs. Assessments are of immeasurable importance as they have a direct effect on the patient’s quality of life. The more extensive of knowledge a nurse has of the plethora of pain assessments to choose from, the more he or she ca n also select the most appropriate pain scale per the patient, which in turn will have the greatest impact on the patient’s progress. Pain is rated differently by each patient, and is subjective to many factors in the patient’s life, including but not limited to culture and past experiences with pain. Since pain may have an effect on all aspects of a patient’s life, healthcare providers must strive to most properly identify the amount of pain in order to properly control it. Symptoms such as â€Å"crying, elected temperature, facial grimacing, groaning, moaning, guarding of the affected area, loss of sleep, nausea, vomiting, restlessness, rise in blood pressure, rise in respiratory rate, and tachycardia† are typical indicators that a patient is in pain; but how much pain? Healthcare providers, namely nurses, use a system of scales and work with the patient to rate their pain. Nurses must be aware of the different pain rating scales available in order to most accurately assess a patient’s pain level. A nurse must not only be able to determine which pain scale is most appropriate for the patient to identify and express his or her pain level, but also be able to carefully interpret and evaluate the scores. For example, the pain scale that is appropriate for a fully functioning adult will differ from one that is appropriate for a child and differ from one that is appropriate for a patient affected by dementia, etc. A variety of unidimensional scales quantify the intensity of the pain and are more simple; while multidimensional scales do so plus identify the pain quality, uration, and any relieving factors, and are more complex. If time permits, a nurse may choose to use a combination of pain assessments in order to be as thorough as possible. Nurses can implement the use of a variety of pain assessments reviewed in this article into their patient’s shift assessment. A nurse may choose to use a more complex, thorough multidimensional scale upon his or her patient’s admi ssion assessment, and then use a more simple, quick unidimensional scale upon his or her patient’s regularly scheduled shift assessments. Regardless of the type of scale being used, a nurse must always use â€Å"effective and sensitive communication with the patient to assist in expressions of pain. † Nurses must listen to their patient and accurately document their patient’s subjective descriptions of the pain. Also, nurses should allow their patients ample amount of time to respond to their questions, which should also be open-ended questions. After the doctor has reviewed the pain assessment and ordered meds, the â€Å"effects of analgesia should be monitored closely and recorded in nursing notes to maintain continuity of patient care. In conclusion, nurses should assess the patient’s abilities, then choose and tailor the pain assessment to the patient’s needs. Assessments are of immeasurable importance as they have a direct effect on the patient’s quality of life. The more extensive of knowledge a nurse has of the plethora of pain assessments to choose from, the more he or she ca n also select the most appropriate pain scale per the patient, which in turn will have the greatest impact on the patient’s progress. The participants were then asked of their â€Å"knowledge of substance use and domestic violence† (Humphreys, Thiara and Regan, 2005, p. 14). Participants were further asked to identify possible association between the two issues, and relevant measures and demographic factors to the issues. The research’s subsequent phases also used questionnaires that were administered through different approaches. Some participants were directly approached, informed of the data capture method and allowed to fill questionnaires while other questionnaires were just left at strategic places with notices about the research, and willing individuals participated (Humphreys, Thiara and Regan, 2005). The reason I have chosen this article is because it gives a brief look into how American organizations have played a big role in the advancement of Africa’s education. The article informs me that some of the same educational programs African-Americans are provided with in the U. S. were exported to Africa. The cities that already had a decent economy received them first. In the 1970’s Europe and America promoted education to Africa but many rejected the programs. They supported missionary and independent African schools because they provided higher training and education. Within the book, The Boy Who Harnessed the Wind, it states how the books that William borrowed from the library were donated by an American organization. Without those key books on physics and engineering William probably would not be where he is today. This article proves how much of an influence America has had on the rise of Africa’s education. I wanted to know how much assistance did Africa’s education development received from America. The article shows how American organizations have made a great impact in Africa’s education. Unfortunately the article didn’t give me all of the exact information that is needed. Indeed, it states the programs that have basically helped Africa stats its educational foundation. It lacks information on America’s current government help. It also does not tell the current state of Africa’s educational system. Information on more organizations and grants that have helped is also need. Research Improvement Completing this assignment has improved my research strategies exponentially. The school advance search has helped me out a lot with this assignment. At first my research strategies were poor and not at the collegiate level but now they are improved. I believe they will enhance throughout my years in college now. I am extremely proud of myself and thankful for the librarian showing us this great way to do research.

Creationism and the Classroom The American classroom is suffering from a major deficiency. The science curriculum supports one theory of evolution and no other theory as to how the existence of the universe has come to be. This narrow-minded approach has kept many young minds from seeing a very broad picture of this world. Scientific creationism should be included in our public school curriculum because it is paramount to the progress of modern science. Duane Gish, who has a Ph.D. in biochemistry from Berkeley, says, â€Å"†¦neither creation nor evolution may be referred to as scientific theory since neither can offer eyewitness evidence of what happened in the past.† Gish further states, â€Å"Both are ultimately based upon inferences derived from circumstantial evidence. As such, they remain on an equal footing and should receive equal time in public classrooms in the United States† Creationism assumes there is a Creator who designed the universe with purpose and gave the universe direction. This theory can be put into our classrooms without being abrasive to the U.S. Constitution, so long as it is treated as science. Gish says, â€Å"Science can tell us nothing of who the Creator is, why the universe was created, or anything about the relationship of the things created to the Creator.† Without creationism in the public school system, students are left only to learn about evolution, which can be considered as religion. Gish explains, â€Å"†¦evolution is a non-theistic theory of origins which by definition excludes the intervention of an outside agency of any kind. Evolutionists believe that by employing natural laws and processes plus nothing it is possible to the origin of the universe and of all that it contains. This involves the acceptance of a particular philosophical metaphysical world view and is thus basically religious in nature.† Just as evolutionism has been accepted by many in the religious community as religion, creationism has been accepted by many in the science community as science. Ker C. Thompson is a former Director of the U.S. Air Force Terrestrial Sciences Laboratory. He holds a B.A. in Physics and Geology from the University of British Columbia and DSc in Geophysics from the Colorado School of Mines. Thompson believes that the only way ... ...the only theory for the origin of the universe taught to our students, then our country is in danger of a scientific freeze. Without challenges to such theories, the students come away with unfair, one-sided views. If those views are not challenged in a scientific arena, as opposed to the students’ places of worship, then the students will not see any other views as science. Our students will take this lopsided understanding into adulthood. This understanding then has the danger of becoming dogmatic to our population. The Ethics of Micro Finance

Christopher Martin ‘Micro-finance programmes are aimed at reducing poverty. What ethical challenges are raised by the operation of micro-finance and which ethical theory can best be applied to assess how Grameen Bank addresses these challenges? ’ Introduction: The essay seeks to examine the ethical issues raised by the operation of microfinance. In the first section, an overview will be offered. In the second section the ethical challenges posed by operation of micro-finance will be examined. In the third section, an overview of Grameen Bank will be given.Finally, in the fourth section, the ethical theories of Kant, Bentham and Aristotle will be applied to the ethical issues raised by the operation of Grameen Bank to see which theory best applies. 1. What is micro-finance? Conventional banks like we in the west know are not as widespread in the developing world. Even in places where there ‘mainstream’ banks do have operations, large numbers of people will no t be in a position to utilise their services. Such people have been termed the ‘unbankable poor’. The World Bank estimates that there are 2. billion people (nearly 40% of world’s population) who do not have access to formal financial services. Microfinance has emerged in the last few decades in response to the needs of such people for savings and loans facilities. It is an alternative to them have to use the services of what are colloquially termed ‘loan sharks’, who charge high rates so high that borrowers struggle to pay off the principal sum borrowed. Micro-finance is the provision of savings facilities and small value loans to typically to poor people in the Third World.Such people have a need for financial services, particularly as there is a lack of in rural areas where there is a lack of banking facilities. This makes it harder to makes deposits and so build up any sort of savings. For instance 1 †if you live in a straw hut in a village, finding a safe place to store savings is not easy. † People need sums for 2 â€Å"life-cycle events such as births, marriages & emergency situations. † Stuart Rutherford in ‘The Poor and Their Money' outlines the 3 â€Å" Three common ways of raising large sums i) selling assets they already own (or expect to, e. g. dvance sale of crops) ii) mortgaging or ‘pawning' those assets. iii) finding a way of turning their finding a way of turning their small savings into large lump sums. It is important to note that there is not any ‘one-size fits all' definition of poverty . Muhammed Yunnus asks the rhetorical question 4 â€Å"Who on the list below is poor and who is not: -a jobless person, -an illiterate person, -a homeless person, -a person who does not produce enough food to feed his or her family year round, -a person with a thatched house that lets in rain? -person suffering from malnutrition, -person who does not send his or her children to school? s treet vendor? Micro-finance may increase someone's income but that may just be spent on everyday consumption and not on addressing any of the different facets of poverty on Yunnu's list. For instance, using an increase in income to send a child to school. Savings The very poorest may be too risk averse to take out a loan as they may have an erratic income, for instance due to crop failure. Hence the need for savings. In micro-finance schemes there are two types of savings schemes: I) Locked in: not available for withdrawal until a member a customer left the bank.Used as loan collateral The use of this method was based on the 5 â€Å"Powerful perception tha that the ‘poor cannot save. † ii. Open-access savings which can, it is argued, 6 â€Å"generate much more net savings per client per year (and thus greater capital for the MFI) than compulsory, locked in savings schemes†¦ and provide a useful and well used facility for clients while doing so. † Fundamental to the repayment of micro-finance loans is the group dynamic principle. Peer pressure plays an important part in binding members together.Trust is built up and the commitment to repay is increased via mutually reinforcing behaviour. It can be described as a case of ‘one for all one and all for one' in terms of repaying the loan. -However, there are potential problems as it depends on the co-operation of members. However, 7 â€Å"if it goes badly, then they are all in trouble. † A benefit of individual loans is that 8 â€Å"the lending institution knows who exactly is responsible for the repayment of the loan, and does not get lost in a maze of group members referring to or blaming one another. ’’Section 2 ethical challenges Doubts have been cast on the overall utility of micro-finance programmes in reducing poverty. Some critics argue that 9 â€Å"that micro-finance programmes fail to reach the poorest, generally have a limited effect on income, address the symptom rather than the social cause of poverty†. The 10 â€Å"focus on income poverty† being reduced by 11 â€Å"the provision of credit for income-generation through self-employment. † Neglects to address the deep rooted causes of poverty such as lack of education and poor transport infrastructure.Micro-finance is concentrated on the ‘bankable poor' as they are seen as more able to take advantage of a loan to e. g. buy more equipment and so 12 â€Å" can take more risk than the poorest households without threatening their minimum needs for survival. † It is ironic that a program aimed at reducing poverty excludes the very poorest from participating. However micro-finance programs obviously the motive of reducing poverty. There are 13 ‘’MF premised on the notion that credit is a human right it can improve the lives of the poorest . †But as the very poorest are excluded the application of credit as a ‘human right' is not universal. If something is a ‘human right' is supposed to apply to all humans. In this case it doesn't so it would fail Immanuel Kant's Categorical Imperative†¦.. It could be argued that Yunnus is instead focussing micro-finance on those people who are in the position to benefit most from it. 14 â€Å"Although Yunus frames his vision of MF in the language of human rights, his ideas are in fact concerned with entrepreneurial rather than redistribution. † Thus he is a social businessman rather than a philanthropist.Micro-finance institutions are self-sustaining businesses rather than charities and so 15 â€Å"poverty reduction becomes an externality and not a goal as such†. Thus Yunnus and others could be charged as potentially using borrowers as means rather than ends. Section 3 Grameen Bank Economics professor Muhammad Yunnus was motivated to set up Grameen after being disheartened at the level of poverty he witnessed in rural villages in his native Banglad esh in the early 1970's. It is difficult to measure the individual benefits and downsides experienced by the individual members, thus making it a less effective ethical yardstick. However the high repayment rate does score well on the Utilitarian scale.But ultimately, Muhammad Yunnus is motivate by concern at the suffering of the rural poor. Crucially he wants to help them help themselves. One is reminded of Bob Geldof’s fishing rod analogy –better to give a man a fishing rod, than a fish. Yunnus and Grameen bank are thus actively promoting the virtue of self reliance. Additionally they are promoting the virtues of co-operation and trust via the group dynamic and by the fact the loans are collateral and contract free. Hammond used the term mudsill in his speech to claim that the lower class was a foundation of society, as it engaged in nation building through provision of labor (Tindall and Shi 56). In his view, this would encourage the whites to move civilization forward and any attempt to bring radical changes would impede socio-economic and political development. The views of pro-slavery advocates were not factual, but instead they were propaganda statements that aimed at justifying the existing mode of production at the time. Hammond encouraged slaves to continue offering free labor, as they were the important people in the production system. However, the reality was that slaves were never incorporated into the economic system and the few who participated in economic matters were incorporated as underdogs. Slavery advocates insi sted that the system eliminated barriers placed upon individuals that prevented them from enjoying their rights as American citizens. Hammond cautioned other rich individuals in the country who supported the rights of slaves that it was dangerous to involve the landless in political matters, such as voting and presenting their candidature during elections (Finkelman 27). Involving slaves in political processes would lead to the tyranny of the multitude hence the best option was to enslave them, as they would not have the chance of changing the status quo. In the views of slavery supporters, the system was effective since it protected the interests of masters, slaves, and the entire society. Democracy suggests that each individual should be allowed to enjoy his or her rights in society, including the right to take part in economic and political matters without interference. Therefore, slavery campaigners advanced a theory that was defective implying that their claims were simply prop aganda statements aimed at subjugating and discriminating against slaves who were mostly blacks. Douglass’s narrative presents some of the problems that slavery brought to the blacks in the south. Through this, he was trying to convince slaveholders to quit slavery and adopt a more acceptable system of production that would suit the tenets of Christianity. The Objective of Propaganda The main g oal of any propaganda statement is to shape public opinion and change people’s views as regards to a particular subject or topic. During slavery in the United States, the views of southern plantation owners played a major role in advancing slavery in the country in the sense that many farmers believed abandoning it would be equivalent to giving blacks an undue advantage in the economy. Additionally, many slave owners were convinced that giving the landless the right to vote would be detrimental to democracy. Several techniques of propaganda exist, but slavery supporters chose to employ two of these methods, one of them being half-truth and the other is deception. Douglass supported the claims that slavery was degrading the culture of blacks. It is only rather recently that ‘affordability has become a common term in housing policy in Britain (Whitehead, 1991),and for this reason the meaning of ‘affordability has caused much confusion, and since the Government has given no specific definition for the term, the following definition has been sourced ‘Affordability is concerned with securing some given standard of housing (or different standards) at a price or rent which does not impose, in the eyes of some third party (usually government) an unreasonable burden on household incomes. (Maclennan, Williams, 1990, p. 9) 2.1 Factors that have affected the rise in house prices other the last 40 years. It has become apparent in recent years that the rise in house prices has become a major issue within the UK, which has resulted in First Time Buyers (FTB) finding it difficult to gain access to the property ladder. The problem faced by rising house prices has been imminent for a long time, but up until the last decade this problem was mainly confined to London, the South East and a few regional hot spots (Department for Communities and Local Government [DCLG], 2006, page 6). But by looking at more recent figures it has become apparent that high house prices have become a more wide spread problem, with particular emphasis on rural districts, and smaller settlements (DCLG, 2006, page 6). Though there has already been a vast amount of research and study on the subject of affordable housing within the UK, namely the Barker review (2003), whose principal reasoning behind the problem was largely focused on a poor planning system and constraints on housing supply. Little information was sourced on the drivers and factors which play a major role in determining UK house prices, which will be the principle aim of this section of the literature review. By analysing literature and data collected from published works this section of the literature review will examine the various factors that have played a contributing role in the rise in house prices within the UK. These include: Interest rates Supply and demand Rise in population and increasing number of households Income Buy to let market Unemployment Confidence 2.1.1 Interest Rates Many scholars believe that there is a direct link between house prices and interest rates; however the focus of this report aims to suggest, that in fact it is the affordability of housing and public confidence which is instead affected by alterations in interest rates, which in turn leads to changes in house prices. For example, a rise in interest rates would lead to increased monthly repayments on mortgages, as mortgage repayments rise, the prospects of buying a house becomes less attractive, thus leading to a decline in demand for houses and fall in house prices. On the other hand when interest rates are lowered, this would lead to a fall in mortgage repayments, public confidence and demand is likely to rise at this point leading to a rise in house prices. If interest rates were to continue fall in this manner so would house prices, until the housing market reaches a state of oversupply. McQuinn and ORiley (2006) suggest that lower interest rates mean that mortgage repayments are lower and hence the house purchaser can potentially borrow more. This would also lead to an outward shift in the demand curve with prices increasing. ‘The fall in UK interest rates (and unemployment) over time has had two linked effects. It has brought the cost of borrowing down sharply, leaving lenders (and borrowers in terms of pressuring for) with the dilemma as to whether to increase the multipliers applied (i.e. up from three times loan to income ratio- LTI) which in turn has increased demand and through that house prices (Forest, Lee, 2007, p. 168). 2.1.2 Supply and demand Supply and demand is defined as, ‘the quantity of goods available for sale at a given price, and the level of consumer need for those goods. The balance of supply and demand fluctuates as external economic factors (such as the cost of materials and the level of competition in the marketplace) influence the level of demand from consumers and the desire and ability of producers to supply the goods (BNET, 2010) Kate Barker, a member of the Bank of England monetary policy committee, was commissioned by the Treasury to examine housing supply (Guardian, 2008) and establish why house prices in the UK are rising so fast. Within the report she established that the main reason was due to the supply of housing not keeping up with demand, which she put down to the increased growth in population (Barker, 2004). In an article for the Mirror Martin Ellis, housing economist at Halifax puts it best by saying â€Å"unless we can get the supply and demand in balance then that is going to lead to more upwards pressure on that ratio of prices to earnings.† (House prices ‘have quadrupled, 2010) Data collected from the ODPM revealed that housing supply in the UK is currently growing at 150,000 new homes each year, in comparison to the 190,000 new households each year. This shortfall of 40,000 new homes which would be needed, in order for supply to meet demand, could be a significant factor in the currently rising house prices (Office of National Statistics, 2008). In speaking to the Estates Gazette (EG) Yvette Cooper, the former housing and planning minister, revealed that in order to keep up with demand 200,000 new homes would need to be built each year (EGI, 2005), with 3 million new homes built by 2020. However with the credit crunch having just hit and the uncertain state the economy is in, it is looking less and less likely that the Government will be able to meet these targets. 2.1.3.Rise in population and increasing number of households As previously mentioned supply and demand of houses has a direct effect on house prices; the aim of this section of the report is to establish how changes in the population can in turn have an effect on supply and demand of houses. It is a well known fact the UKs population is gradually growing; there have been various contributing factors to this, but the main reason is longer life expectancy. The average life expectancy of a male in the UK has risen from 67.1 in 1970 to 77.53 in 2008, and females life expectancy has risen from 74.7 in 1970 to 81.74 in 2008 (Office of National Statistics, 2008). The rise in household numbers isnt solely the result of the rise in life expectancy, theres also a variety of different demographic factors which have contributed. These include: 2.1.3.1. Divorce rates. According to the Office for National Statistics, in 2008, the divorce rate in the UK stood at 11.2 divorcing people per 1000 married; this is in comparison to 6.1 in 1971, which is a 46 per cent increase. With the amount of couples getting divorced increasing, so too will the number of households, pushing demand up (Office of National statistics, 2008). 2.1.3.2. Decline in number of marriages. The increase in the number of households in the UK can also be largely explained by an increase in the mean age that couples are getting married. According to the Office for National Statistics the mean marriage age in the UK has increased from 27.1 in 1970 to 35.6 in 2003 (Office of National Statistics, 2006). With the general public opting to marry at a later stage in their life the number of households is likely to increase; as explained before an increase in the number of households is likely to lead to increase in demand for houses, which will in turn lead to a rise in house prices. 2.1.3.3. Major influx of immigrants. Migration is an important factor in the changes in the UKs population over the last 40 years, when inward migration is greater than outward migration; the population would rise at a higher rate. According to the Office of National Statistics 518,000 people immigrated to the UK in 2009, whereas 370,000 emigrated, giving a net migration figure of 148,000 (Office of National Statistics, 2009). 2.1.4 Income According to McQuinn and OReilly (2006), rising income will mean that borrowers can borrow more on the basis of higher income and hence bid a higher price for a property, thus the demand curve for housing will shift outwards with prices increasing. It is also suggested that higher household incomes will result in households having more disposable income, which in turn will lead to increase in normal and luxury goods, since it is assumed that housing is a normal/luxury good, it can also be assumed that demand for housing will increase, and so too will house prices. Keynes best describes this theory as â€Å"The fundamental psychological law, upon which we are entitled to depend with great confidence both a priori and from our knowledge of human nature and from the detailed facts of experience, is that men are disposed, as a rule and on the average, to increase their consumption, as their income increases, but not by as much as the increases in their income (The General Theory, 1936, p.96) In their book ‘Booms and Busts in the UK Housing Market Muellbauer and Murphy suggest that income growth alongside predicted income growth can lead to an increase in public confidence to spend disposable income; this increase in public confidence, respectively lead to a rise in house prices, through demand rising. There has been a marked increase in the number of women in paid employment in the past 60 years (Hogarth et al., 2001) there are a variety of different reasons for this, but one of the most significant would be the introduction of the Equal pay Act 1970. With many households now having two incomes they can arrange for a joint mortgage, which in effect means they can bid up house prices. 2.1.5.Buy to let market Buy-to-let (BTL) mortgages are where an investor purchases a property for purpose of renting it out; the investor rents the property out to tenants with the intention of using the money from the rent to pay off his mortgage, with a possible excess which would be kept by the landlord. The landlord would also be looking to make a capital gain on the property over its life time making it a very good investment. Since July 1996 when the Association of Residential Letting Agents (ARLA) launched BTL loans, there has been an explosion of investors entering the market hoping to get both income and capital gains from their investment. According to Paragon Mortgages, BTL now accounts for around 14% of the mortgage market (Stepek, 2007, para. 4) According to the Council of Mortgage Lenders (CML) buy-to-let mortgages outstanding continue to rise, in 2008 there were 1,103,000 BTL mortgages in the UK worth  £132.5 billion, which is a rise of 19% by volume and 25% by value from a year ago previous (CML, 2008). This surge in investors entering the BTL market has been in part due to the soaring house prices of the late 90s, but also largely due to relaxation in the lending criteria , the CML have revealed that in 2008 on average, lenders would offer a maximum loan of 83% on the value of the property (CML, 2008). However with more and more investors looking to make an easy buck, upward pressure is being put on demand, resulting in house prices to rise. To add to this, investors have predominantly been buying up smaller homes, consequently making it harder for FTBs to even get small premises. 2.1.6 Unemployment With unemployment at its lowest since the 1970s (http://www.number10.gov.uk/Page15026), there is more people with the potential to gain a mortgage and enter the housing market, this upward pressure on demand is turn going push house prices up. Armstrong and Taylor suggest that, low unemployment leads to higher wages, which in turn lead to an increase in demand for housing and hence higher house prices (Armstrong, Taylor, 2000, p. 208) 2.1.7 Confidence ‘In analysing the ingredients that have contributed towards the recent strong growth in house prices analysts have consistently made reference to the strength of consumer confidence. The implication is that consumer confidence positively impacts upon house price growth. (Report on confidence) Garratt goes on to say ‘While consumer confidence is not a significant factor in driving household consumption, it does have a role to play in influencing the willingness of households to undertake secured borrowing. (report on confidence, look in my docs for file) ‘Speculative demand for housing draws new buyers into the housing market on the expectation of future price increases and associated capital gains. The extra level of demand funded mainly through mortgage finance adds to the existing level of mortgage debt but the speculative demand creates a ratchet effect whereby expectations of higher prices leads to an increase in demand which sends actual house price higher ‘ (Riley, 2005, p. 73) Due to the extreme rise in house prices of the mid 90s, public confidence in the housing market grew (further explained in chapter?), which led to a rush in people purchasing property with the expectation of trying to get a piece of the action, which has caused greater demand for houses, pushing prices up. 2.2 Changes in the property market over the last 40 years with respect to affordable housing. In order to establish how the changes in the property market over the last 40 years, with respect to affordable housing has affected FTB statistics, it is first important to discuss the development of affordable housing within the UK. This will enable FTB statistics to be compared to a time-line of these developments, giving an impression of their effectiveness. 2.2.1 Right to Buy In past history a lot homes in the UK would have been council owned, but since the 1980s the proportion of council owned homes has diminished instead favouring towards providing support to various other forms of social housing. In 1980, under power of Margaret Thatcher the 1980 Housing Act introduced the Right to Buy scheme (RTB), which offered council tenants (of three years tenancy) the right to buy their council house, with discounts up to 50per cent, which in 1986 went up to 70per cent for flats (Power, 1993, p. 217). The RTB scheme has faced lots of criticism since its introduction, said to favour the more affluent home owners rather than the poorer more in need (King, 2006, p. 68). However if we were to look at the policy and whether it met its initial aims, the RTB could be viewed as having been very successful; over the past 25 years the RTB scheme has helped broaden owner occupation, particular to the working-class and helped break up municipal housing (King, 2006, p. 68). However it has also been argued that the RTB scheme has lead to a shortage of social housing available, largely due to Government edicts which have prevented councils from spending the proceeds of sales of social housing on new housing (Hallett, 1993, p.230). Accompanied by an increase in demand for affordable housing, this could be a major contributing factor in rise of house prices. 2.2.2 HomeBuy Schemes 2.3 Changes in the private lender schemes over the last 40 years. This section of the literature review aims to look at how, changes in credit available to consumers in the UK has played a role in the increase in house prices over the last 40 years. Aoki, Proudman and Vlieghe (2002, p.10) suggest that credit frictions may be important in understanding the relationship between interest rates, house prices, housing investment and consumption and found that significant effects of households access to credit on consumption and on housing investment in UK aggregate and regional data. Over the last 40 years credit constraint has seen some significant changes, with access to credit more easily available to consumers. This can be largely explained by the removal of exchange controls in 1979 and bank lending in 1980, it can be further explained by the Building Societies Act 1986, which lifted the restrictions on how building societies operate, which gave them the same status as banks (Aoki, Proudman and Vlieghe, 2002, p. 14). Other significant changes in the last 40 years include the inclusion of non-bank entrants such as department stores, retailers and insurance companies in offering credit through services such as credit cards, unsecu red loans and mortgage products. Furthermore an increase in internet banking in the 1990s and better credit scoring methods also contributed to better credit conditions (Muelbauer, 2005, p.5). In the 1970s and early 1980s building societies collectively agreed the mortgage and deposit rates they offered (Aoki, Proudman and Vlieghe, 2002, p.14), but due to relaxation in lending criteria and increase in competition between the lenders, the setting of interest rates have been a far more competitive, which has led to lower interest rates for consumers. Interest rates can have a direct effect on the supply of mortgage loans, which in turn will affect house prices. According to the financial money group moneyfacts.co.uk, there are currently 2,003 different mortgages available on the market (Burridge, 2010, p.1), the result of this increase in competition, is the reduction of the cost of borrowing , which in turn will encourage more people to take out a mortgage. This increase in demand, as explained before will have an adverse effect on house prices. 2.4 Variables affecting FTBs accessibility to the housing market. This section of the literature review aims to establish the various variables that have affected FTBs accessibility to the housing market; this will be done through the analysis of various scholars opinions on the subject matter. It has become apparent in recent years that the rise in house prices in comparison to incomes has become a major issue within the UK, which has resulted in FTBs finding it difficult to gain access to the property ladder. As a result of incomes not rising at the same rapidity as house price inflation, the principle problem for FTBs is affordability; in the last 20 years the average price a FTB is expected to pay has increased by 294 per cent, â€Å"with the average UK property now costing five times the average earnings of a full-time male employee† (Chesworth, 2004, p. 2). To help emphasis the problem that FTBs face this dissertation will examine the rise in house prices in comparison to income since 1970; in a study by Alliance Trust Research Centre they compared the problem facing FTBs with that of their parents when they tried to buy their first property (Alliance Trust, 2006). According to the study house prices have risen from 2.5 times the average income in 1970 to 3.9 times the average income in 2005, equating to a 60 per cent increase in house price to income ratio (Alliance Trust, 2006). The average household income is  £38,302, and the house price index report shows that the average house price in the UK is  £197,000, meaning the house price to income ratio is about 5.1. These historically high figures mean that young FTBs are finding it increasingly difficult to gain access into the property market and can often lead to FTBs having to take on risky mortgages, for example interest only schemes. This can result in high household debt, which currently stands at 150 per cent of household income (Ratio of House Prices to Income, 2008). Though more recent data collected in November 2008, from the price index published by Nationwide Building Society has revealed that house prices are currently on a downward descent, FTBs are still finding it difficult to purchase their first home (CML, 2008). Though FTBs ‘loan-to-value ratios have been going down, with the average FTB taking a loan out on 84per cent of the value of the property in comparison to 90per cent in 2007 (CML, 2008). This is merely the result of lenders lowering the amount that they will lend; in previous housing climates borrowers were able to take out 100per cent mortgages, but with the downturn in the market, lenders are requiring a substantially larger deposit. This subsequently has meant that FTBs are now faced with the prospect of having to find a larger deposit; the research revealed that the average FTB deposit rose from  £15,000 in 2007 to  £19,000 in 2008 (CML, 2008). Jobs less stable in the past people had jobs for life Contract employment; less people on full time 3.METHODOLOGY 3.1 Research Strategy The aim of this research project is to compare and evaluate the variables that have affected the FTBs accessibility to the housing market over the last 40 years. In order to come to the best conclusion to this, it is essential to gather data. This chapter aims to provide a description of how this data will be gathered, and the particular research methods that will be implemented. The bulk of the secondary data collected has been sourced from journals, reports and websites of professional bodies. However, due to the fact that a lot of the information gathered has the potential to be bias, a variety of different sources will be used and then compared. The majority of the information gathered will be statistical data, which will include economical statistics, demographical statistics and housing market statistics; this will enable an analysis of the factors and variables that affect house prices and to spot any trends. Though a lot of these statistics were included in the literature review, the aim of the next chapter is to give a more specific investigation and data analysis. Secondary data includes: Academic Journals Internet Sites and Web pages Textbooks Newspaper Articles Other Academic Studies 3.1.2 Primary Data In order to gain the views and opinions of the housing market, questionnaires will be conducted using a sample group of home owners and non home owners. These questionnaires will be conducted using social networking sites, the advantages of using this method is, low cost of data collection and processing, ability to get a wider return rate from all over the country and the disadvantages to using this method is that it allows for errors to be made due to misunderstandings of the questions or lack of knowledge on the subject. So for this reason the questionnaires have been designed in the simplest manner. Another drawback to using questionnaires is that they may not provide an accurate view of the housing market, since only a relatively small sample group was used, it is possible that the information that is gathered may give a distorted view and conflict with the secondary data. Had there been more time it would have been beneficial to the investigation to carry out a questionnaire using a much larger sample group, giving a more accurate representation. To further the research even more it could have been very advantageous to have set up interviews with the governing bodies responsible for setting Government policy on housing and interest rates. Implementing these two methods along with the research already carried out would have allowed for opinions from both sides. 3.2 Literature Review With the aim of keeping the literature review as orderly and concise as possible, it was divided into four distinct sections, these sections are listed below. Factors that have affected the rise in house prices other the last 40 years. Changes in the property market over the last 40 years with respect to affordable housing. Changes in the private lender schemes over the last 40 years. Variables affecting FTBs accessibility to the housing market. The literature review provided an overview of the factors that have affected house prices over the last 40 years and variables affecting FTBs accessibility to the housing market. Though this research gave a good outline of the broader issues at hand, the literature review alone is insufficient in meeting the aims of the study, so for this reason it is paramount that further investigation is undertaken. 3.3 Timeline Carrying out the literature review bought forward the possibility of creating a timeline of changes in the housing market over the last 40 years.
